Water issues are strategic and vital for economic development, in general and agricultural development, in particular. Agricultural development in Egypt is based on two main axes: horizontal and vertical agricultural expansion, The possibilities for agricultural expansion depend on the availability of the necessary inputs. If these elements are available in the proper time, the expansion of agriculture can be achieved. As a result of the continuous population pressure on productive resources, the demand on water is increasing to reach 86.2 billion m3 in 2017, The traditional and nonconventional water supply is about 76.55 billion m3 of renewable and non-renewable sources with a water gap of about 965 billion m3. It is, therefore, necessary to work towards creating a balance between the water needs and the available water resources, especially in light of the horizontal expansion of land by reclamation and cultivation. The problem of this study has been determined in two ways: the first is the misuse of irrigation resources since the efficiency of using this resource is low. Due to the high rise in water losses. The second part is the lack of optimal utilization of water resources. The optimum employment should be taken into consideration through optimal crop structure, which reorients production by raising the efficiency of irrigation water use, taking in to account other considerations such as meeting the local demanded of major crop, increasing the yield of agricultural export.
